I would like to appeal this finding; the New York Times reported that the Citizen has been used to find missing persons in Manhattan and that the NYPD has issued statements about its predecessor. A FOIA I received from Los Angeles also states that Citizen has a partnership with the FDNY. I find it hard to believe that there are *no* documents about Citizen with the NYPD.
