Pursuant to the New York Freedom of Information Law, I hereby request the following records:

I am requesting all documents related to the parking or hangaring of a Boeing 757 Air Craft with the N-Number N757AF at Stewart International Airport. It is an air asset of The Trump Organization.

Responsive materials include but are not limited to:
• Agreements: contracts (including non-disclosure agreements), licensing agreements, nondisclosure agreements
• Company relations and communications: records related to meetings or follow-up actions with any vendors, companies, or other private entities marketing face recognition to this agency for immigration, intelligence, law enforcement, or other use.
• Financial records: purchase orders, invoices, and other memoranda and documentation.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This is in response to your August 15, 2019 request, which has been assigned the above-referenced filing number under the Port Authority’s Public Records Access Policy.

We would be happy to respond to your request. But as it is currently framed, your request is unclear and overly broad. The request is not specific and precise as to what records are actually being sought, and it seeks an inordinately large volume of records. For example, courts have held that requests for all materials "regarding" or "related to" a certain topic must be particularized.  This is because the question of whether a given document "regards" or "relates" to a broader topic often involves a subjective judgment call – on which reasonable people can disagree, and which can take Freedom of Information officers a great deal of time to work through.

Broad requests can require an enormous expenditure of agency resources, and can take an especially long period of time for us to turn around on your behalf. And with broad requests, it can be especially difficult for us to discern what is important to the requester, and what the requester may have included only to help ensure that he or she is getting what is especially crucial from his or her perspective. Against this backdrop, we ask that you modify your request, to make it substantially more narrow and more specific --- so that we can work efficiently, with a focus on getting you the materials that are most important to you. If we don’t hear from you one way or another within five business days, we will close this request. If we do hear from you within five business days, we will begin our work.

Hi William, thanks for following up. Just to reiterate, I am only requesting documents related to the parking or hangaring of a Boeing 757 Air Craft with the N-Number N757AF at Stewart International Airport. I am unsure how limiting the documents to a single aircraft at a single airport might result in the agency performing a search that would result in an enormous expenditure. However if such a request is in fact too labor intensive, limiting the search to incident reports, correspondences, and internal communications would suffice.

For added clarity then, the request is as follows.

Pursuant to the New York Freedom of Information Law, I hereby request the following records:

I am requesting all incident reports, correspondences, and internal communications related to the parking or hangaring of a Boeing 757 Air Craft with the N-Number N757AF at Stewart International Airport. It is an air asset of The Trump Organization.
