Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

The police report, and any other disclosable records held by the NYPD, regarding the February 10 arrest of Bishop Orlando Findlayter for aggravated unlicensed operation of a vehicle.

On February 12, The Wall Street Journal reported that "two police officers pulled over Bishop Findlayter as he drove a 2012 Lincoln sedan at 11:21 p.m. at the southeast corner of Clarkson Avenue and East 92nd Street in Brooklyn, officials said. The officers said the bishop had made a left turn without signaling, according to the report." The article continues: "The officers on Monday night arrested the bishop and charged him with aggravated unlicensed operation of a vehicle in the third degree and making an illegal turn, according to the arrest report. On February 18, The Wall Street Journal reported, "Asked if he was going to release the police report, [NYPD Commissioner Bill Bratton] said reporters could request it under the Freedom of Information Law." (That WSJ article is published online here: http://online.wsj.com/news/articles/SB10001424052702303945704579391190477004108) The author of both articles quoted Bratton as follows: "You can FOIL it. It will be released by FOIL." (Bratton is so quoted here: https://twitter.com/Pervaizistan/status/435855674640461824)

I request that the police report be released by FOIL, as the Commissioner of the New York City Police Department publicly announced it would be.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
