Pursuant to the New York Freedom of Information Law, I hereby request the following records:
for the period from January 1, 2023, to August 31, 2023:
1. Program Contracts and Budget Allocation: All contracts, agreements, and memoranda of understanding between the State of New York and the four nonprofits responsible for implementing the Migrant Relocation Assistance Program (MRAP). This should include details on budget allocation and performance metrics.
2. Eligibility Criteria and Application Forms: All documents, including application forms and internal guidelines, outlining the eligibility criteria for families to participate in MRAP.
3. Communication Between State and City Agencies: All correspondence, emails, and memos between state and city agencies regarding the number of families referred to and deemed eligible for MRAP.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Re: Expedited Processing of FOIL Request OTDA-23-08-076
Dear Records Access Officer,
I am writing to follow up on my Freedom of Information Law (FOIL) request dated August 30, 2023, for specific information on the Migrant Relocation Assistance Program (MRAP) for the period January 1, 2023, to August 31, 2023.
Given the current state of emergency declared by Governor Kathy Hochul, as well as various state and county emergency directives related to migrants, the information requested is urgently needed by the public. The state's actions during this period have significant implications for public health, safety, and welfare. Therefore, I kindly request that my FOIL request be expedited.
I understand that under normal circumstances, a determination regarding a FOIL request is reached within approximately 20 business days. However, given the urgency of the situation, I respectfully request that this timeline be expedited.
