Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

The oath of office card and Division of Criminal Justice form 2214A for the following thirteen individuals:

It seems necessary to note that the above is not a duplication of a request I've ever made to the University at Albany, that it is a specific and not overbroad request, and that it is, as the SUNY Police Manual indicates, the sort of information meant to be maintained at SUNY System Administration. Oaths of Office (though not specifically cards) had been requested on August 2, 2012 for some of the above from the University at Albany, but the University at Albany Records Access Officers did not acknowledge the request as required, and Assistant Vice President for Student Success Clarence L. McNeill sent an intimidating e-mail on August 3, 2012 in which he claimed to be my "sole contact" and to be the "agent of the President of the University," an e-mail he cc'd to President George M. Philip, Vice President for Student Success Christine A. Bouchard, Associate Vice President for Student Success and Clery Act Compliance Officer John M. Murphy, "Chief" J. "Frank" Wiley, Senior Counsel John H. Reilly, and Associate Counsel Janet M. Thayer. Mr. McNeill's e-mail stated, in relevant part:

"It has come to my attention that within the last month or so you have contacted various offices at the University at Albany with your repeated requests for documents and other information. The offices responsible for handling requests for documents, including student records, have complied with your requests. Your frequent and repetitive requests are disrupting the orderly operations of the University.

"Effective immediately, you are hereby notified that you are to cease and desist all contact with any office, department, unit or employee at the University other than me. As of this date, the University has designated me as your sole contact for all written and oral communication with the University, including, but not limited to, telephone calls and messages, emails, and mailed and faxed correspondence. I will determine when and if your communications will be addressed by the University. […]

"If you continue to contact others at the University, the University may consider your actions to constitute harassment, and consult with local authorities about the University’s options to protect its interests."

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
