Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

Thruway Authority contracts and invoices from Gov. Cuomo's "Texting Zone" initiative, which changed rest signs to "Text Stop" signs along Thruway highways. I seek contracts and invoices both for the costs of the new signage itself, and also for manpower to erect it.

This project is published on Gov. Cuomo's website here: http://www.governor.ny.gov/press/09232013-governor-unveils-texting-zones

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Based on our continued review and with due regard for POL § 89 (3)(a): If circumstances prevent disclosure to the person requesting the record or records within twenty business days from the date of the acknowledgement of the receipt of the request, the agency shall state, in writing, both the reason for the inability to grant the request within twenty business days and a date certain within a reasonable period, depending on the circumstances, when the request will be granted in whole or in part, we anticipate providing a response to your request on or before May 27, 2014.

This letter is in response to your December 23, 2013 Freedom of Information Law request pertaining to:

Staff performed a diligent search for the records you requested and located six (6) responsive records. The responsive documents are being provided to you electronically and are attached to this email. There is no fee for records provided via email.

Please be advised that certain information has been redacted pursuant to Public Officers Law §87(2)(b) which, if disclosed, "would constitute an unwarranted invasion of personal privacy."

The Authority does not possess contracts for the "Text Stop" signs as the production and installation of the signs on the Thruway were done entirely by Authority staff.
