Good Afternoon Mr. Parker,

This e-mail serves to acknowledge your Freedom of Information Law (FOIL) request for "Copies of all advisory opinions, both available online and not available online."

The Committee on Open Government has been preparing advisory opinions relating to FOIL, the Open Meetings Law, and the Personal Privacy Protection Law since FOIL was enacted in 1974. Since that time, the Committee has prepared over 25,000 advisory opinions. The advisory opinions that have been posted online have, in some instances, been redacted to remove an individual's home address or personal e-mail address, and in rare occasions, the requestor's name. However, the unpublished opinions have not undergone such a review. In order to comply with our obligations under the Personal Privacy Protection Law, we must review each opinion and determine whether redactions are appropriate on the grounds that disclosure would constitute an unwarranted invasion of personal privacy. A copy of each opinion will, however, be disclosed, subject to those redactions.

Given the volume of records that require review, we anticipate being able to complete the task no later than January 27, 2022. We are happy to provide you with responsive records on a rolling basis. Please advise if you would prefer us to conduct our review starting with the oldest records or starting with the most recent records.

Attached are copies of all advisory opinions prepared since January 1, 2020. These opinions were reviewed previously for a prior FOIL request so are available for disclosure now.

I would also like to thank you for the format they are in, it is easily searchable and navigable in a combined PDF, and hope that perhaps there is a full dump some day of all AOs in a searchable PDF format where one can quickly review multiple AOs for research.
