Pursuant to the Louisiana Public Records Law, I hereby request the following records:

- Budget documents for the New Orleans Real-Time Crime Center for the FY 2017, 2018, 2019, 2020 or any other years that have been already budgeted for;

- Data or records that show the locations of the cameras and automated-license plate readers that feed into the Real-Time Crime Center (e.g. GPS location, Lat/Lon, intersection, etc);

- All contracts, agreements, and procurement records related to the use of Safecam Platinum technology with the Real-Time Crime Center;

- Safecam Platinum data for the period November 3- December 3, 2018;

- Procurement records for television and computer monitors for the Real-time Crime Center;

- All contracts, agreements, and procurement records for use of automated license plate reader technology for the Real-time Crime Center;

- All contracts, agreements, and procurement records for data analysis software for the Real-time Crime Center;

- All contracts, agreements, and procurement records for data storage for the Real-time Crime Center;

- All policies, practices, and standard operating procedures associated with the Real-time Crime Center;

- All audits of the Real-time Crime Center;

- Records reflecting the number of staff and salaries of workers at the Real-time Crime Center;

- Records reflecting the organizational structure and command structure of the Real-time Crime Center;

- All contracts, agreements, MOUs with external law enforcement agencies, including but not limited to the New Orleans Police Department, New Orleans Fire Department, and the New Orleans Emergency Medical Center.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

With regard to item 2 of your request, records regarding the locations of ALPRs operating in New Orleans are exempt from production under Louisiana Public Records law. La. Rev. Stat. § 44:3(A)(3) provides that “[r]ecords containing security procedures, investigative training information or aids, investigative techniques, investigative technical equipment or instructions on the use thereof, criminal intelligence information pertaining to terrorist-related activity, or threat or vulnerability assessments collected or obtained in the prevention of terrorist-related activity, including but not limited to physical security information, proprietary information, operational plans, and the analysis of such information, or internal security information” is exempt from disclosure under the Public Records Law. Therefore, this portion of your request will not be fulfilled.

 

With regard to item 4 of your request, the City is uncertain what is being requested. Without clarification, no records will be provided.

 

With regard to item 6 of your request, the Real Time Crime Center does not operate Automatic License Plate Readers and has no records responsive to your request.

 

With regard to item 10 of your request, the City has no responsive records.
