Pursuant to the Louisiana Public Records Law, I hereby request the following records:

My team and previously submitted a request, #22-13727 and we were pointed to data available in the public portal.

We were told to resubmit the request because the other one had been closed. See our updated request below:

We are interested in all records available for the list of complaints. This includes, but is not limited to, documents, reports, multimedia, body-worn camera footage, arrest filings, and so on. It also includes all documents, notes, correspondence and memoranda evidencing sustained findings reports and investigations, and all communication and correspondence in whatever tangible medium between the officials, the victims and the overseeing agency.

We were also told that each PIB report needs to be its own request.
It will be easier to manage all of the reports in a single request, therefore we are submitting this request as it was submitted originally.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your request has been forwarded to the City department or office which is the custodian of the records you requested. The custodian will determine whether responsive records exist, and if so, compile the records for your review.

Please refer to the due date located on the individual "Request #" page for an estimate of when your records, if any, will be available. This estimated due date may be adjusted depending on the nature of your request.

Please be advised that each request should be limited to one subject. For example, a request for the tax history of three separate properties should be filed as a separate request for each property. If you include the three properties in one request, you will be asked to refile each property as a separate request.

Note also that records may be in active use at this time and therefore not available for immediate review. Additionally, in accordance with the Louisiana Public Records Law, the City of New Orleans strives to promptly release all records which contain only public information and are not otherwise exempt from the Public Records Law. The City must balance its commitment to open access with its legal obligation to review public records for such exceptions and exemptions prior to release.

Also, please be advised that there may be a delay in responding to requests for a compilation of email messages. Requests for a compilation of email is a complex multistep process. The request must first be sent to the City's IT Department to retrieve the requested emails. The City's IT Department performs a search of the City's email system utilizing search terms. The IT Department then forwards the results to the Law Department. The emails must then be carefully examined by the Law Department to determine if there is any material that must be redacted for privacy concerns and otherwise.

As soon as the custodian notifies our office that the records have been compiled you will be invoiced by email. Once you pay the invoice, you may download the records. Alternatively, you may schedule a time to review or purchase copies of the records. Thank you for your request, and we look forward to working with you to provide public records in a fair and efficient manner.

Thank you for your response.
My team and I are struggling to understand why submitting the requests separately is necessary.

My apologies, but could you explain why this is necessary to the process.
It seems like it would create both more work on our end and for your agency.

Is there a particular part of the law that requires us to split this records request up?

I'm curious about it because records laws work differently depending on jurisdiction and I have not encountered this specific requirement yet, and I'm interested in knowing more.
Any explanation would be helpful and thank you!
