Pursuant to the New Hampshire "Access to Government Records and Meetings" Statute (RSA Ch. 91-A), I hereby request the following records:

All emails sent, received, drafted or deleted by any email accounts used by Rep. Suzanne Harvey, containing any one of the following keywords or phrases:

human trafficking, New Hampshire Human Trafficking Collaborative Task Force, New Hampshire Human Trafficking Task Force, prostitution, sex trafficking

The date range for requested documents is November 1, 2016 through May 5, 2017.

Additionally, I request copies of all agendas, minutes, and related documents concerning the New Hampshire Human Trafficking Collaborative Task Force as received by Rep. Suzanne Harvey, as referenced here: "Assistant U.S. Attorney Mark Zuckerman, whose agency is represented on the task force, told the Union Leader that he thought meetings should be open unless specific cases were being discussed and that as a government official, any agenda, minutes or other paperwork that he received from the task force would be subject to a Right-to-Know request.” (http://www.unionleader.com/state-government/nhs-human-trafficking-task-force-to-be-open-to-public--20170326)

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Dear Ms. Grant,
I am writing this official response to your request for email records of Representative Suzanne Harvey.
In an opinion from the Attorney General of the State of the New Hampshire to the Speaker of the House of Representatives on June 29, 2011, it was concluded that a legislative email is not classified as a public record and cited Hughes 152 N.H. in how that decision would be applied.
Therefore your request cannot be complied with as the emails of members are not subject to RSA 91-A.

Thank you for your quick reply to my request.

I requested both email correspondence, and records related to Rep. Harvey's role serving on the New Hampshire Human Trafficking Collaborative Task Force.

To re-iterate my request for the following records, which AUSA Zuckerman -- who is also on this task force with Rep. Harvey -- specifically states should be available to the public under a Right-to-Know request:

Thank you for your clarification.
This task force you referenced is not a legislatively created task force. And therefore I do not have any records of which you would require.

Yes, I was aware of Rep. Harvey's past task force work. But she is also a member of the current task force -- the one the article is about, the one the AUSA references.

Please advise.

Ms Grant, as I tried to explain in the last response, this task force is not an entity of the New Hampshire House of Representatives, in fact, a google search reveals that it has more to do with the US Department of Justice than it does with us, other than Representatives serving. Again, I do not have any copies of agendas, minutes, or correspondence to these meetings.

Though the task force is funded by the DOJ, as you said, a member of the House does serve on it, and as such, her activities on the task force -- as I understand the law -- would be subject to Right to Know requests.

This is why I have requested this information from you and why I believed you would have a record. Does that help you in obtaining the materials needed to fulfill this request?

Thank you. I have also contacted them, though as a Federal agency, it will take them longer to reply.

Question: when you say you do not have those records, do you mean that you do not have them because you do not believe they are records subject to Right to Know, or that you do not have access to them but could provide them?

I do not have access to the minutes, notices, or other documents of the committee as I have told you before that they are not a NH legislatively created meeting that meets in our chambers.

If I had those documents I would be happy to provide them to you, but I do not.
