Pursuant to the Nebraska Public Records Statutes (Neb. Rev. Stat. § 84-712), I hereby request the following records:
All policies, procedures, memorandums of agreements, other memos, directives, communications, occurrence reports, and any other relevant materials regarding the reporting, negotiations, control, aftermath, and general treatment of hostages taken or individuals restrained in a hostage-like manner by individuals detained or under the supervision of facilities maintained under the jurisdiction of this agency, including juvenile, local, and private facilities, if applicable. If additional policies are maintained by other agencies, direction indicating such would be greatly appreciated.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

I am writing in response to your email dated October 26, 2015 and received by us on October 26, 2015. In your email, you requested copies of particular records from us under the Nebraska Public Records Statutes. Specifically, you requested copies of, "All policies, procedures, memorandums of agreements, other memos, directives, communications, occurrence reports, and any other relevant materials regarding the reporting, negotiations, control, aftermath, and general treatment of hostages taken or individuals restrained in a hostage-like manner by individuals detained or under the supervision of facilities maintained under the jurisdiction of this agency, including juvenile, local, and private facilities, if applicable."
We will need to conduct a search to determine if we have documents responsive to your request. As a result, your records request cannot be fulfilled within four business days due to the significant difficulty associated with that search and with a determination as to whether there is any basis to keep portions of any records confidential under the appropriate Nebraska statutes. The earliest practicable date for fulfilling your records request is November 10, 2015 and we will respond to your request on that date. We estimate the cost of providing copies of any responsive records which we might find to be $50 or less. Pursuant to Neb. Rev. Stat. § 84-712 (4), you may choose to modify or prioritize the items within your request in some fashion.
