Part B: Information Related to Numbers of “Detections” (plate scans) and “Hits” (plate scans that matched to a hotlist)

5) The aggregate number of detections collected during 2018;

For items 1-4: This information is easily available within the Agency’s Vigilant Solutions LEARN system. The simplest way to extract this data is to generate an “Agency Data Sharing Report” PDF file from within LEARN. To do this, a user may simply go to the “Sharing” section of LEARN and select “Output Report.” A CSV/XLS file containing these records would also satisfy this request. For items 5-10: This information is easily available within the Agency’s Vigilant Solutions LEARN system. The simplest way to extract this data is to generate a “Dashboard Hit Ratio Report” PDF file from within LEARN. We would prefer the data for each year to be provided separately. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Mr. Boyd,

With regards to your California Public Records Act Request: California Automated License Plate Readers (ALPR), the National City Police Department has never had the Vigilant LPR system on any of our Police Vehicles. We did however, have the 3M LPR system on three of our Police vehicles, but those cameras systems are no longer in service. One camera was removed from service in May of 2020 and the two other cameras were removed in September of 2020. The 3M LPR system transmitted any data collected to the San Diego County ARJIS database and was searchable in that database. We did not, nor do we, maintain copies of these records at the National City Police Department and are unable to pull reports on this information. A CPRA request would need to be submitted to ARJIS if that information is desired.

The City of National City does have Vigilant LPR cameras on our Parking Enforcement vehicles however, this information is not shared with anyone and is used solely for parking enforcement by digitally “chalking” the vehicles that are parked for citations if they are over their allotted time. The Parking Enforcement Division is not managed by the National City Police Department.

The National City Police Department did temporarily have access to the Vigilant LPR database for a trial period starting in 2019. We did not contribute to this database and only had view rights to the information that was stored there. We did not sign a contract after the trial period was over. Due to the fact that we did not have a Vigilant LPR reader on our vehicles, the 2019 and 2020 Hit Ratio Reports show no hits. Please see the attached Hit Ratio Reports.
