To Whom It May Concern:

Pursuant to the West Virginia Freedom of Information Act, I hereby request the following records:

- Records that show all law enforcement agencies that participate in the Virginia State Police's license plate reader program. Existing annual reports show that more than 30 agencies participate in the program, which is housed in the West Virginia Information Exchange. (http://www.wvlegislature.gov/legisdocs/reports/agency/W02_FY_2014_2754.pdf)

Please note that we are seeking to compile a list of entities, but we do not currently know how WV maintains this information. If it would help to narrow the request to a specific document, please let me know.

Dear Mendi Craddock,

In your last email, you said that the WV Fusion Center was the custodian of these records, so I filed the request with them. However, they responded that the State Police are the custodians of the records. Please see the attached letter from the Fusion Center.

I hope that you will remedy this situation quickly. It is very shocking that the state police and the fusion center are confused about who's in charge of this program.
