Good morning,

The South Carolina Department of Motor Vehicles (SCDMV) has received your Freedom of Information Act (FOIA) request.

Regarding Nos. 1, 2, 4 and 5 of your requests, the SCDMV does not keep records of those items.

For No. 3, if an application for personalized license plates (form MV-96) is submitted and the plate text requested is unavailable, the customer will receive a letter stating that the plate text requested is unavailable and ask him or her to choose another plate text. Customers have the option to submit three choices for personalized license plates.

I can provide an example of the letter if you would like.

For No. 6 of your request, you may refer to the South Carolina Code of Laws Section 56-3-2010 — https://www.scstatehouse.gov/code/t56c003.php

For No. 8 of your request, we have electronic documents to satisfy this bullet. I can provide these documents electronically at no cost.

To fulfill No. 7 of your request, our IT team will have to pull the information from our system with custom programming. Please note that requests requiring IT programming incurs a fee of $65/hour with a one-hour minimum. You can see the agency’s fee structure online at http://scdmvonline.com/About/Freedom-of-Information-Act.

To begin obtaining an accurate estimated cost, we need clarification on what you are requesting. Could you specify what data you would like to be included in this list?

Once the data elements are confirmed, our IT team will provide a final cost estimate. The agency must receive payment before custom IT reports are released.

I will gather the example letter for No. 3 and procedure documents for No. 8. I will wait on your clarification before proceeding with No. 7.

Many Thanks,

Hello Michael,

Thanks for the quick response. I think we can hold off on No. 7 for the time being.

With respect to No. 3, are any records of denied personalized plates kept, even if there's not a specific list? If so, could I see, for example, the records relating to one recently denied plate as an exemplar?

Thanks!

From: Department of Motor Vehicles

Good afternoon,

For No. 3, the example letter I referenced is an actual letter that has personally identifiable information redacted.

Please see attached for requested records regarding No. 8 of your request.

Many Thanks,
