Pursuant to the Louisiana Public Records Law, I hereby request the following records:

Monthly electronic listings of all employees of the Louisiana Executive Branch from January 1, 2019 to the present. Specifically, I am seeking electronic listings of all individuals employed within the offices of the Governor and Lieutenant Governor and all state agencies, commissions, and departments for each month from January 1, 2019 to May 31, 2022.

For each month, I’m seeking a spreadsheet, database, or delimited text file(s) — not paper records or a PDF created from data — with the following fields for each employee: full legal name, unique employee identification code, title, department or agency, race, gender, full-time/part-time status, location, hire date, termination date, civil service status, and gross annual salary. If you cannot produce any of these fields, please let me know and generate only the available variables.

If these data are not available at monthly intervals, please produce the datasets at the most frequent interval possible. For example, if the data is not available monthly, please produce the data at quarterly intervals.

In addition, please include any lookup tables that may be needed to interpret the data. For example, if departments are listed with codes linked to a separate table, I will be happy to join the records myself, rather than require your staff to do so.

I am comfortable working with large data sets and can receive the records in a variety of formats (.dbf, .csv, .mdb, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

· For each employee, you requested their ”title”. Are you referring to their job title?

· For each employee, you requested their “location”. Are you referring to their work location? If so, please be advised that each employee’s work address is not listed on any report. The parish of the employee’s work location can be provided instead.

· For each employee, you requested their “gross annual salary”. Are you referring to their annual salary or to their gross wages?

While the Office of State Uniform Payroll (OSUP) continues processing its reports, the Division would like to provide you with another document that is in our possession.

The attached excel spreadsheet was prepared by the Department of State Civil Service. It includes salary information for all executive branch employees paid through OSUP as well as employees of public universities who are paid through other systems. OSUP does not process payroll for public universities, and therefore, any reporting prepared by OSUP does not include those employees. In short, the attached document is more comprehensive than what OSUP and the Division of Administration can provide.

Because this document was prepared by the Department of State Civil Service, any questions regarding its contents should be directed to them.

If this document satisfies your request, please respond accordingly so that OSUP can remove your report out of its queue in order to facilitate their other reporting requirements. Otherwise, OSUP’s report will be provided to you when it is available. At this time, we still anticipate that a response will be provided to you by January 13, 2023.

Your June 7, 2022 public records request was received by the Division of Administration on that same date. In response to your public records request, the Office of State Uniform Payroll has produced several spreadsheets, which can be accessed using the following DropBox link:

The information provided is for employees of executive branch agencies paid through the LaGov HCM payroll system. This does not include higher education or agencies in the legislative and judicial branches of government.

The worksheets are sorted by Agency Number. The Agency Name Reference workbook contains a mapping of personnel area (PA) number (agency) to personnel area text (agency name). The first three (3) characters in the name represent the department.

There may be employees on the Demographic worksheets and not on the Race_Gender_Work Parish worksheets. This is because the position does not have a work parish specified and thus they are excluded from the report used to gather this information.

With this production, the Division of Administration considers your public records request satisfied and will close its file.
