To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following record summary, file indices and FOIA letters that are pertaining to Treasury Inspector General for Tax Administration (TIGTA) Report of Investigation (ROI) files:

(1) A record search list summarizing all of the TIGTA Office of Investigation ROI files, including the corresponding file number and date(s) issued/closed, which generically mentions "Church of Scientology" or specifically refers to any of the Scientology-affiliated corporations listed below:

Applied Scholastics International (California)
Association for Better Living and Education International (California)
Author Services, Inc. (California)
Bridge Publications, Inc. (California)
Building Management Services (California)
Church of Scientology Flag Service Organization, Inc. (Florida)
Church of Scientology Flag Ship Service Organization (Delaware)
Church of Scientology International (California)
Church of Spiritual Technology (California)
Citizens Commission on Human Rights (California)
Criminon International (California)
Hubbard College of Administration International (California)
IAS Administrations, Inc. (Delaware)
International Hubbard Ecclesiastic League of Pastors (California)

Religious Technology Center (California)
Scientology Missions International (California)
Social Betterment Properties International (California)

Youth for Human Rights International (California)

(2) A copy of the file indices, listing the documentation contained therein, for the TIGTA ROI file(s) identified in your record searches for item (1) above. Please note, I am not asking for the actual investigative documentation in these ROI files at this time. I am merely seeking an index outlining the contents in each file.

(3) All FOIA request letters and the corresponding final determination/response letters that mentions "Church of Scientology" generically, or where any of the TIGTA ROI files identified in your record searches for item (1) above was specified in the request or deemed potentially responsive to the request. This should only include correspondence documents, and not the responsive documents that were granted to the requester.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest due to the unique aspects of the Church of Scientology's controversial tax exemption and the undetermined reasons behind why special tax privileges were granted to this organization. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Ms. R. M. Seibert
