Dear Ms. Coppersmith:

This delay is unreasonable. I requested this record in October of last year. Your agency ignored my request and followups until February 9, at which point you wrote that you had located the responsive record and estimated that it would take more than two weeks to provide it.

As I stated in my request--even referencing the users manual for your software for you--someone needed only to enter a single LISTSERV command ("ind") in order to retrieve the record. The output needed only be copied, pasted it into an e-mail, and and sent. This would take seconds. There is no need for review. This is simply an index of e-mail mailing lists that the City of Seattle manages. I'm not asking for subscribers' names, subscribers' addresses, or the content of posts to the lists--just an index of mailing lists managed on a server that communicates on the public Internet. I cannot imagine that any Public Records Act exemption applies.

Hi, Meghan. Thanks for trying to wrap this up. You didn't explain the second delay--from February 9 when you located the record until yesterday when you sent it. I'm curious what happened.

Also, I see what I think are a couple of problems in your response:

1. I see lots of lines like "* {26 lines hidden}". While it is possible that some text in your reply was replaced by that on my end, best I can tell, this is not the case. By chance did you e-mail the result of running the LISTSERV command to someone else, then copy from a webmail page and paste it into a message from me? I'm guessing that LISTSERV included lines in its output that were prefaced with greater-than symbols ('>'), and that your mail client interpreted those lines to be quotations (this has been an e-mail convention for decades), and replaced those lines with a summary note of lines that were hidden when it displayed a message to you. If you take a look at <https://www.muckrock.com/foi/seattle-69/index-of-mailing-lists-hosted-on-talk2seattlegov-21819/#comm-229836> you'll see what I'm seeing.

2. The index includes 78 lists in alphanumeric order, starting with 14THAVESOUTH and ending with COLUMBIACITIZENS. It appears what you provided was truncated to include just those whose names begin with a number or the letters 'a' or 'b,' as well as some of those that begin with a 'c.'

If what I'm describing is not the entire record, maybe you would have better luck putting the information in a plain text file and attaching it to an e-mail instead of in the mail body. I think I didn't get it all. Besides the fact that it seems to have been cut off in the C's, as I wrote back in October when I first filed the request, the lists detailed sub-command returns "all local lists, complete with full header information, and I don't think I'm seeing full header information.

I appeal.

The record you provided via e-mail yesterday, more than nine months after I filed my request on October 14, 2015, is only a subset of that which I requested: "List, with full headers, of Internet e-mail mailling lists hosted on the machine talk2.seattle.gov. [...] Please provide this list in plain text, as returned by LISTSERV." This record contains no headers. Based on my understanding of information in the truncated record you provided on March 3, 2016, I believe that about 25 lines are missing for each of the 321 mailing lists (e.g., "{24 lines hidden}," " {25 lines hidden}," etc.

Along with my request, I explained how to retrieve the record: "By browsing to <http://talk2.seattle.gov/scripts/wa.exe?HOME>, one may observe that the mailing list management software running on this machine is LISTSERV version 16.0. The documentation for such, in section 14.1.2 (`Other list-related commands') describes a command and sub-command, `Lists Detailed," which returns `all local lists, complete with full header information.'" This task would take less than a minute for someone familiar with basics of personal computer operation to complete: One enters the command, selects output from the command that was printed to the computer's screen by clicking and dragging (or selects all text in the window by pressing ctrl-a, navigating via menu to edit->select-all, etc.), copies that output (e.g., by pressing ctrl-c, edit->copy etc.), pastes it into a text editor (ctrl-p), saves the file (ctrl-s, type a filename, press 'enter'), then composes an e-mail and attaches the file.

I received your e-mail of August 5 requesting additional information about my request of October 14, 2015. In it, you asked what information I expected to see in place of the statements that were explicitly hidden in the records as provided. I will not know what is in the records until I see them. I hoped to see the index of all lists managed on this server (not just those whose names start with A - C), and for this index to be "complete with full header information" as specified in your software's operator manual. Based on my experience creating, using, and maintaining mailing lists, I suspect that these headers include additional details about each list, such as a descriptions of lists' purposes, subscriber counts, etc.

It appears from the [LISTSERV documentation][1], in the first paragraph of "Section 14 LISTSERV Commands" that authorization to execute various commands is limited based on the user type, which are described as "general user," "list owners," "file owners," and "the LISTSERV maintainer". Perhaps your staff performed the action as a user without sufficient software-defined privileges to view lists' full header information, causing--as you report to have observed--more than 90% of the lines of output to be suppressed.

I am again following up on your email of August 9 to Michael Mattmiller regarding the public records request for the index of mailing lists hosted on talk2.seattle.gov. Michael Mattmiller has reviewed the file and we've included it in here in two forms.

Initially, we ran the specific command per your instructions. This command always produces an output that automatically hides most of the metadata. That list is the bottom part of this email.

After speaking with LSOFT, our vendor, we were informed that we couldn't change the output of the command, and what you had instructed us to do would still not elicit the information you were requesting.

To address that issue, and as a courtesy in this case, we used a different methodology to retrieve the requested data. Attached you will find that file. We removed the owner column which included personal email addresses due to privacy concerns for those individuals.

Based on our interpretation of your request, Seattle IT now considers this request satisfied. Please let us know if this is not accurate.

Dear Ms. Glundberg-Prossor:

Thanks, but the report you sent is missing the descriptions of city-hosted mailing lists. Could you please provide the report with that field along with any others that were hidden from output in your earlier attempts included?

This information would be useful to the public. In some cases, these descriptions (which I see for some lists in the truncated output you provided previously) give no additional indication of the purpose of a list (e.g., 23RDAVENUE-ACT = "23rdAvenue-ACT", 41STWALL = "41stWall"). But in other cases, the descriptions do provide more information, basically an expansion of an abbreviation after which the list was named (e.g., ALKICC = "Alki Community Center", 700-WAIVER = "Waivers for use of 700 MHz spectrum", CHIEFSEARCH = "Police Chief Search"). In yet other cases, the name of the list is completely obscure (e.g., BTG = "SDOT: Transportation Levy to Move Seattle", GETEM = "Gang Enforcement Team E Mail"). Without this, it is difficult for the public to learn what public records are held by your agency.

Also, in your August 24 e-mail, you wrote, "We removed the owner column which included personal email addresses due to privacy concerns for those individuals." Please cite the specific exemption from the Public Records Act that you believe is applicable to e-mail addresses of the "owners" of city-hosted mailing lists, resulting in the redaction you described. I am not specifically interested in owners' e-mail addresses, and I understand the risks of spam harvesting, but I think it is useful for the public to know who "owns" these lists. Perhaps there is a field for owner name that you could include. I am familiar with other mailing list management software (e.g., Mailman) and know that both names and e-mail addresses are typically stored for subscribers to and administrators of lists.

Dear Mr. Mocek,

I am responding to your last two emails of September 7, regarding the owner names of the City-hosted mailing lists and relating to descriptions of City-hosted mailing lists.

Regarding the owner names of the mailing lists, there is no separate field for owner name -- the owner field contains the email address of the owner. There is no exemption that allows us to exclude the private email address which was previously omitted, so Seattle IT is now including the list without the owner column redacted.

Regarding the descriptions of City-hosted mailing lists, there is a description field for the list, however it is populated with the email address, so no unique descriptor currently exists. We do not have a web page that annotates each list with a list descriptor that allows a person to subscribe to multiple lists at once. As it is, a person accesses the list through a form on the agency page.

Here is a list of all the lists we had in 2015, which will give you more information on the ownership and a more complete description of the list.
