Pursuant to the Iowa Open Records Law, I hereby request the following records:
A list/spreadsheet of every employee of the City of Des Moines for fiscal years 2014 - 2018 that contains the following information:
- Employee's name
- Employee's gender
- Employee's agency
- Employee's job title (position)
- Government address of employee
- Date employee fist hired by city
- Job title/position when employee first hired by city
- Employee's salary
For the "Government address of employee" field, we request that this information be as specific as possible. For example, if a city police officer is stationed at a specific precinct, please list the precinct address in a given year rather than the address of police headquarters. However, if this information is not available, please list the agency headquarters.
If this request is unclear, please contact me to allow revisions rather than deny the request. Similarly, if the requested data are available only in part, please fulfill the portion of the request that is available rather than denying it in full.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

This will confirm receipt of your open records request on behalf of MuckRock News, dated March 27, 2019. Your request has been forwarded to me for response.
A good portion of the information you seek, at least for years 2015-2017, can be found at the Des Moines Register's website located at: http://db.desmoinesregister.com/des-moines-city-salaries, and may be obtained at no cost to you. The City of Des Moines has no control over if/when the Des Moines Register publishes this information.
Iowa Code Chapter 22 does not require that a governmental body create a record if it does not already exist. Although the City can provide you with a current list of employees and most of the information you seek for each within its computer program capabilities, it is unable to provide you with an accurate list of previous year's employees due to an ever-changing workforce. Also, any response provided by the City will not include gender identity, as this is considered personal information and is not subject to disclosure pursuant to Iowa Code Chapter 22.7(11). Although locations may be provided, addresses will not be provided, nor will the employee's original job title, as these are not print options available under the City's current computer program.
If you wish to proceed with obtaining a current list of City employees, the City's Open Records Fee Policy will apply: According to the policy of the City of Des Moines, the first 15 minutes of staff time towards determining and fulfilling a request is without charge; however, staff time spent on a records search beyond 15 minutes is calculated by multiplying the base hourly wage of all of the employees who work on the request times the number of hours spent on the search to the nearest one-half hour increment. Fees are charged for copying, faxing, document scanning, CDs, postage and other costs when applicable. A deposit of one-half of the estimated cost of fulfillment must be submitted to the City of Des Moines prior to further staff time being expended on the search. The remainder due will be calculated by the actual amount of time expended and any copy fees, etc., required to fulfill the request and will then be due prior to receiving the documents.
Please confirm whether or not you wish to proceed with an estimate for a current list of employees along with the information as noted above.
