Hi Stephan,

In the case of your CORA request, a very small number of responsive emails were identified in our initial research, and we coordinated directly with Dr. Bielefeldt to compile the records. Please find attached the first batch of records that have been located through this process. Due to file sizes, I'll be sending a second email with the remaining records.

There are three additional email records provided by Dr. Bielefeldt, but review by Counsel determined that they must be withheld in their entirety in accordance with CORA C.R.S. § 24-72-204(1)(b), which does not allow access to "education records" pursuant to the Family Educational Rights and Privacy Act (FERPA), a federal law which protects student privacy, particularly records that contain "personally identifiable information" of students. These email records contained numerous attachments that did not include FERPA-protected information; we have provided those attachments in "orphaned" form. Furthermore, one of the email records (subject: "Fwd Ethics Conference") contained incidental FERPA-protected information, so we converted the record to PDF form and are providing it to you with a single redaction. Another email record from a prospective student was not determined to contain FERPA-protected information, but we redacted the prospective student's email address under CORA C.R.S. § 24-72-204(2)(a)(VII) on the premise that it is in the public interest for prospective students to be able to reach out to the University without their email addresses becoming public information.

There is one additional attachment to the email chain with the subject line "FW Upcoming BoD meeting" provided by Dr. Bielefeldt that relates to an conference agenda for the American Society of Civil Engineers. We suspect that it is not responsive to your request, but we are happy to review if desired. That review will likely require outreach to the organization in question and to specific contacts to determine if any of the information is deemed to be proprietary confidential information under CORA.

If you'd prefer us to go through a more formal IT-conducted search, please let us know and we will be happy to do so. Please note, though, that work already completed has exceeded the free first hour, and any additional time will be charged at the standard CORA rate of $30/hour. We can provide you with a time/cost estimate if desired.
