From: Natalie St. John

To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

Documentation of any and all work performed by Andrew Kolodny, M.D., and/or his non-profit, Physicians for Responsible Opioid Prescribing in service to the Department of Public Health between January 1, 2008 and December 5, 2021. Kolodny/PROP and its constituent members may have served as employees, advisors, contractors or consultants for projects relating to opioid-related rulemaking or policy, opioid prescription, use, abuse or overdose, opioid-related public education and outreach efforts, healthcare provider education and outreach efforts, overdose monitoring or prescription drug monitoring programs.
Kolodny is presently an opioid researcher and Brandeis University. Prior to that, he worked at the New York City Department of Health and Mental Hygiene, then Maimonides hospital, and then Phoenix House. PROP was founded in 2011, but Kolodny may have individually provided services to the state of Massachusetts before and after PROP was founded. Responsive records should include any work Kolodny did while employed by both his previous and current employers, as well as work he did independently, as a consultant, advisor (paid or unpaid), employee, or expert witness.
Responsive documents may include, but are not limited to:
Records of all compensation paid to Kolodny or PROP
Copies of contracted awarded to Kolodny or PROP
Project prospectuses, proposals, offers or bids submitted by Kolodny or PROP
Employment application materials completed by Kolodny or any member of PROP
Resumes or Curriculums Vitae
Job or project descriptions for any role or project Kolodny or PROP participated in.
Invoices submitted by Kolodny or PROP

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Natalie St. John
