To Whom It May Concern:
Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:
1) Copies of all Missouri tax credit transfer forms (MO-TF) submitted to the department since Jan. 1, 2011. If the department maintains a database/spreadsheet tracking approved tax credit transfers -- including the sale price -- that would satisfy this request and negate the need to send the individual forms.
I ask that all fees be waived for this request as I am a journalist employed by the Lowell Sun and I intend to use the requested records to publish articles in the public interest and not for any commercial purposes.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

I am in receipt of your follow-up question related to your original Sunshine Law request - copied below. The Missouri Department of Revenue does not maintain any list of tax credits claimed or redeemed specifically by members of the General Assembly or elected state-wide office. As I pointed out in my original letter, however, you can check to determine who has claimed tax credits on the website I directed you to. I understand your denial, but ask that you ensure that none of the records I requested meet the exemption laid out in RSMO 32.057(9), which allows "The disclosure to the public of any information, or facts shown thereby regarding the claiming of a state tax credit by a member of the Missouri general assembly or any statewide elected public official."
