To Whom It May Concern:

Pursuant to the Mississippi Public Records Act, I hereby request the following records:

Monthly electronic listings of all employees of the Mississippi Executive Branch from January 1, 2019 to the present. Specifically, I am seeking electronic listings of all individuals employed within the offices of the Governor and Lieutenant Governor and all state agencies, commissions, and departments for each month from January 1, 2019 to May 31, 2022.

For each month, I’m seeking a spreadsheet, database, or delimited text file(s) — not paper records or a PDF created from data — with the following fields for each employee: PERSONID and education level achieved (e.g., high school, 2 year degree, 4 year degree, etc.)

If this data does not exist, I would like to request instead a spreadsheet that shows, in each row, the education requirements for each occupation (i.e. CUROCC_OCCUNAME) in the state government, if applicable.

I am comfortable working with large data sets and can receive the records in a variety of formats (.dbf, .csv, .mdb, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Sincerely,

Ben Goehring

From: State Personnel Board

On June 20, 2023, we received your request for “electronic listings of all individuals employed within the offices of the Governor and Lieutenant Governor and all state agencies, commissions, and departments for each month from January 1, 2019 to May 31, 2022” [including] PERSONID and education level achieved [or] a spreadsheet that shows, in each row, the education requirements for each occupation in the state government.”

We do not maintain employee data for the offices of the governor and lieutenant governor, so we do not have data responsive to that part of your request.

Additionally, we do not maintain data regarding employee education level, but the education requirements for each job classification in Mississippi state government may be found in the job descriptions at https://careers.mspb.ms.gov/mississippi-careers.
If there is other data you are seeking, please clarify what you mean by “electronic listing” so we can respond to your request. Please also note that our new system is unable to run monthly reports. Our reports show employees during a specific time period and whether they are active or inactive at the time of the report.
If you have any questions, please contact me at (601) 359-2701.
