From: Bureau of Criminal Apprehension

Dear Mr. Sinyangwe:

The Minnesota Bureau of Criminal Apprehension (BCA) has received your request in which you seek:

* A copy of all Firearms Discharge and National Use-of-Force Reports reported in 2016, 2017 and 2018. If this information has been entered in a spreadsheet, please provide a spreadsheet with information for all reporting departments by year.

* A spreadsheet with all arrests data reported via the Uniform Crime Report in 2016, 2017 and 2018 broken down by each reporting agency and by race, ethnicity, sex, and offense for each reporting agency.

* A copy of all Alleged Misconduct Summary reports reported in 2016, 2017 and 2018 broken down by each individual police agency that reported such data as were reported under Minn. Stat. 626.8457. This information should include summary data on investigations and the disposition of cases involving alleged unprofessional conduct by police officers for each individual agency that reported such data to the state.

Please find attached the Firearms Discharge reports for 2016, 2017 and 2018, in Excel spreadsheets. The BCA did not start collection of FBI Use of Force data until July of 2018; for that reason, the FBI did not start official collection until January of 2019.

The available arrest data can be found online in the Minnesota Uniform Crime Report for the years 2016, 2017 and 2018 at: https://dps.mn.gov/divisions/bca/bca-divisions/mnjis/Pages/uniform-crime-reports.aspx.

Lastly, the BCA does not collect Alleged Misconduct Summary reports from Law Enforcement agencies in Minnesota.

Thank you and if you need anything further, please let me know.
Sincerely,
