Pursuant to the Michigan Freedom of Information Act, I hereby request the following records:

Monthly electronic listings of all employees of the Michigan Executive Branch from January 1, 2019 to July 31, 2022. Specifically, I am seeking electronic listings of all individuals employed within all state agencies, commissions, and departments for each month from January 1, 2019 to July 31, 2022.

For each month, I’m seeking a spreadsheet, database, or delimited text file(s) — not paper records or a PDF created from data — with the following fields for each employee: full legal name, unique employee identification code, date of birth or age, title, department or agency, race, gender, full-time/part-time status, location, hire date, termination date, civil service status, and gross annual salary. If you cannot produce any of these fields, please let me know and generate only the available variables.

If these data are not available at monthly intervals, please produce the datasets at the most frequent interval possible. For example, if the data is not available monthly, please produce the data at quarterly intervals.

In addition, please include any lookup tables that may be needed to interpret the data. For example, if departments are listed with codes linked to a separate table, I will be happy to join the records myself, rather than require your staff to do so.

I am comfortable working with large data sets and can receive the records in a variety of formats (.dbf, .csv, .mdb, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Clarification is required on your request before a quote for production can be created. Subject to the below clarifications, the MCSC would be able to produce non-exempt responsive records for classified State of Michigan employees (excluding judicial, gubernatorial, and legislative employees). Regarding the temporality of the records, the MCSC could provide reports showing non-exempt responsive records for then-current employees as of the end of each pay period containing the first of each month from January 1, 2019, through July 31, 2022. Regarding the portion of the request for "gross annual salary," the MCSC could provide the base hourly wage for each hourly employee and the base annual salary for salaried employees for each of the time periods in question. For "location," we could provide work zip code. For termination date, a report of current classified employees could not show a termination date and would not be provided. Employee ID, birthdate and age, race, and gender would be exempt from disclosure under the FOIA. After receiving confirmation that you would be willing to accept reports reflecting the above clarifications, a quote providing a cost estimate for production can be provided. Responsive documents and basis for any statutory exemptions, including but not limited to the exemptions mentioned above and exemptions applicable to certain employees' records, would be provided after receiving payment of production costs.

Perfect -- thank you! I just have a couple of quick follow up questions. First, is the date hired variable the date that someone was first hired by the state or the date someone was hired for the specific position? If it is the former, will it never change for a given person -- even if they leave the state service and then return?

Second, could you please provide the associated names of the various codes in the "status code" variable?

The date hired on the provided reports is the date the employee was hired in the employee’s then-current period of employment. The date hired would change for an individual upon separation from and later return to state service. The date hired would not change because of an employee’s change in position during continuous employment.

The “Status Description” in column “F” of the provided reports is the name of the “Status Code” in column “E.”
