Hi, Maria.

As stated in the request, these lease leaseback agreements are authorized under the California educational code. They involve school districts leasing property to a contractor or a developer—for as little as $1 a year—for construction projects. It can be further clarified by the California Division of State Architects: https://www.documents.dgs.ca.gov/dsa/pubs/IR_A-33_rev01-19-17.pdf
