Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:
2012 and 2011 National Transit Database submittals, in full
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

NTD data from CCRTA is already public information and available to the public in a variety of ways:
http://www.ntdprogram.gov/ntdprogram/pubs/profiles/2011/agency_profiles/1105.pdf This is the link to CCRTA's 2011 profile report. 2012 is not published yet so CCRTA cannot release to public. 2012 NTD should be published shortly.
http://www.ntdprogram.gov/ntdprogram/data.htm . This is the link to the self-extracting files. As you can see, you have to know what you are looking for but it is possible and you get it in excel format so you can look at it. It will not print in the usual page format to keep others from manipulating your data in a format that you would recognize. Instead it is strings of data that are clearly not from an "official report". Nevertheless it is all the data anyone could want and more in a format that lets you do comparisons, etc.
However, if you look at the profiles, you will see that almost all the data is represented there (for instance, the list of vehicle descriptions including year and miles, that you own is not, but the number is in the profile).
The reports CCRTA submits to NTD are only avail as pdf's which protects CCRTA and FTA from someone changing the data.

The other RTAs have already released this information. Please provide an explanation as to why CCRTA is barred from releasing this information which you have confirmed was already compiled.
