From: Matt Zagaja

To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

Any communications and records related to the summer 2022 power outages in South Boston and repair and improvement work related to these incidents. Relevant keywords for a search may include:
- South Boston
- Eversource
- Power Outage
- City Point

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Matt Zagaja

Dear Mr. Zagaja,

I'm continuing to search for records responsive to your request. However, the broad nature of your request is causing issue in determining what is and is not responsive. Could you please clarify whether you are looking for any/every customer outage that occurred in South Boston/City Point over Summer 2022 or if you are focused more on a specific event(s) that occurred in Summer 2022 (e.g., manhole events).

Please let me know what you think, and I will move forward with your request.

Thank you,

Patrick

From: Matt Zagaja

Hi Patrick,

Apologies for the lack of clarity upon this. The multiple power outages in the area I'm sure provides a good amount of material to explore. I would say the thing I'm most interested in was referenced in the article at https://caughtindot.com/nothing-like-losing-power-on-the-hottest-day-of-the-year/ and involved the manhole cover explosion near N St (where I live). I am most specifically interested in any records that relate to fixes and improvements as a result of this incident.

I also am more broadly interested in, if available, information on the state of repair of the grid in my neighborhood. Records that communicate or relates to the age, condition, and capacity versus utilization of the grid in City Point would be helpful here. In lieu of specific records on this question I would be ok with a short summary that indicates that information along with some sort of context as to the likelihood of repeat outage events this coming summer.

Thank you again for taking the time to tend to this.

Hi Matt,

I am still working to collect responsive records to your request following the refined nature of the first part of your request and then the additional information sought in your reply to my request for clarification. To accommodate the modification to the request, I'm seeking your approval to postpone production of documents by one week, with production being due on or before January 26, 2023. This gives the Department ample time to collect and review responsive records.

Please let me know what you think.
Thanks,

Patrick

Hi Patrick,

I wanted to check in and see if you have an updated estimated completion date on this. If there are any issues that might be easier to discuss on the phone, I am happy to chat sometime this week as I know it's getting close to the timeline within which I can file an appeal.

Best,

Matt

Hi Patrick,

Thanks so much for your help with this request! Lots of interesting information to dig into here. As a citizen I find it helpful to better understand the situation, given the news media doesn't tend to report with this level of nuance and detail.

Sincerely,
Matt Zagaja
