To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

Any and all "Employee File" and "Work Hours" data submitted to the Equitable Business Opportunities (EBO) system by subcontractors working on contracts for which McCourt Construction Company is the prime contractor.

Subcontractors are required to submit regular reports to EBO, according to MassDOT's Executive Summary of the software: http://www.eot.state.ma.us/ebo/default.asp?pgid=content/Civil_Rights/ebo_background&sid=about

The EBO software is specifically designed to be easily searchable and subcontractors and contractors are required to import any information into the system in CSV or text file format. As such, the requested information should be easy to copy and send electronically.

I also request that all fees be waived as I am a member of the news media -- employed by MuckRock and the Boston Globe -- and intend to use any pertinent information I receive as a result of this request to educate the public.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.
