Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

-A list of all companies classified as a Disadvantaged Business Enterprise, or "DBE," that have done work on contracts awarded to McCourt Construction since 2008.

-All communications to or from DOT employees since 2008 regarding any DBE companies that have done work on contracts awarded to McCourt Construction.

-All documents since 2008 regarding DBE companies that have done work on contracts awarded to McCourt Construction.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Thanks again for your help on the phone today, hopefully this revised request will go much smoother.

As we discussed, I would like to narrow my request #14-0020 to include only the following:

All communications to or from MassDOT employees regarding McCourt Construction since 2008.

My previous request had also included two other components and asked for communications only about DBE companies associated with McCourt, but please disregard that.

You said that the best first step would likely be to focus on the communications associated with a single contract (specifically McCourt's 128 renovations), and I agree.

Please let me know if you have any questions or if this revised request requires more clarification.

I'm sorry it's taken me so long to get back to you about the McCourt communications, it's been a hectic week. At the risk of making myself even more of an annoyance to you guys, I was hoping to revise the already revised request in the hopes of narrowing it down to a manageable quantity.

Lets limit the search to include only communications regarding McCourt Construction and the 128 project sent to or received by the following people:

- Richard A. Davey, James Logan, Faye Boardman, Frank DePaola, Paige Scott Reed, Celia Blue, and David Mohler.
