The Baltimore City Office of the Labor Commissioner is in receipt of your request, below, which is the first it has received this request. Your prior request went to the Maryland State Department of Labor.

The Maryland Public Information Act, codified in Sections 4-101, et. seq. of the General Provisions Article of the Maryland Code, governs your request. It requires that you submit a request to the custodian of the records sought. Md. Code, Gen. Prov., ยง 4-202(a). While the Maryland State Department of Labor suggested that the correct custodian for these records is the Baltimore City Department of the Labor Commissioner, it is not. The Baltimore City Office of the Labor Commissioner does not have the records you seek. It could be that the Baltimore City Police Department retains copies of older union contracts.
