To Whom It May Concern:

Pursuant to the California Public Records Act, I hereby request the following records:

I am writing a query for all email communications, memos, invoices, receipts, contract, policy and procedures regarding "Cell Site Simulators", "IMSI catcher", "StingRay" technology being owned, possessed, rented, borrowed, or deployed by the County of Marin Sheriffs Department.

A cell site simulator, frequently referred to as a Stingray or IMSI catcher, is a device that masquerades as a cell tower. It forces all cell phones in the vicinity that use the impersonated network to surreptitiously share information with it.

This query also seeks specifically to see if such as device was deployed by the MCSO on either April 2nd or March 25th in the City of Sausalito or Richardson Bay.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
