Pursuant to the California Public Records Act, I hereby request the following records:
Itemized reports of Inmate Welfare Fund expenditures including (1) How much money was spent pursuant to this section (2) The number of inmates the program served submitted annually to the board of supervisors for 2017, 2018, 2019, 2020 and 2021 as required by PC 5025 and PC 5025.5.
I also request biennial audits of the funds completed externally by the County Auditor/Controller's Office or an independent public accounting firm for the period starting 2017 to present as specified in MCSO Custody Manual Policy 1001.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Dear Mr. Drexel,
Thank you for providing the Inmate Welfare Fund expense details for 2016 - 2020. This is not responsive to my request. I would appreciate assistance to make focused and effective requests that reasonably describe identifiable records and suggestions for overcoming practical barriers to access as specified in Government Code section 6253.
I specifically requested copies of the annual reports to the board of supervisors for 2017, 2018, 2019, 2020 and 2021 as required by PC 5025 and PC 5025.5. While understand that the provided expense spreadsheets may be a part of that report, it does not cover the report itself nor the required number of inmates the program served for each year.
I also specifically requested copies of the biennial audits of the funds completed externally by the County Auditor/Controller's Office or an independent public accounting firm for the period starting 2017 to present as specified in MCSO Custody Manual Policy 1001.
If these reports specified in State and MCSO Policy are not available, please explain why.
