Pursuant to the Maine Freedom of Access Act ("FOAA"), I hereby request the following records:

Any report done by the Maine Department of Education/ Maine Child Protective Services into the Elan School, from 1974 until 2011.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by 1 M.R.S.A. ยง 408(6). The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

We understand this to mean reports that the Department prepared, not reports from outside sources to the Department of issues related to the Elan School. Attached please find the documents from category 1 referenced in our April 11, 2013 letter and email, in response to your request for reports. The staff time required to complete this request was 2 hours beyond the first hour, resulting in a charge to you of $30.00; please find the invoice with the attachments.

Please let us know as soon as possible whether or not you also want those records described in category 2 in our April 11, 2013 letter and email, so that we can plan the approximately 40 hours of staff time that will be required for search, retrieval and assembly of those.
