For the unincorporated areas Baldwin Hills, CA and View Park, CA I request all proofs of payment and contract(s) for law enforcement services during the periods of unincorporation annually or otherwise as stipulated therein.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

You may provide records for all years you have been paid. For background, the community has not been unincorporated for very long, thusly rationalizing your interpretation of jurisdiction/ your reasoning that Marina Del Rey Sheriff ("LA Harbor Patrol, "Harbor Sheriff's") claim jurisdiction over the areas covered in the request.
However, my sources at the County's legal Counsel whom represents your group or agency have stated there is no contract within their records, pointing me towards your payroll office for information. Both the County of Los Angeles and the Sheriff precinct (Harbor) have stated they do not have evidence of pay, nor copy of any contract, though both have agreed an HOA should have paid, though they don't know whom the individual(s) would be who would or would have signed contracts or paid.
We know the California Highway Patrol would have jurisdiction in this case of unincorporation though phone calls have led me to believe you have asserted control over the area and may be paid by hand or as individual law enforcement contractors, security, and have record of 911 dispatch calls.
