In conducting your search, please use the most recent technologies and tools available. If any part of our request is determined by your organization to be exempt from disclosure, please release any segregable non-exempt portions. If your organization determines that such segregation is impossible, please indicate why this is technically the case. If my request is denied in whole or part, I ask that you justify all deletions by reference to specific exemptions of the District of Columbia Freedom of Information Act. If you claim such an exemption to my request under the District of Columbia Freedom of Information Act, please cite in writing the specific statutory exemption. I reserve the right to appeal your decision to withhold any information or to deny a waiver of fees. Please produce these records in the electronic format (such as excel file (.xlsx) or other database form, or as .pdfs) and share them with me via email at nparakul@insider.com, if possible.

Your request was made under the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government. The Act does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1. The law also exempts from disclosure records that are privileged or confidential or otherwise exempt under either express provisions of the Act or pursuant to applicable federal or state law, per California Government Code Sections 7927.200; 7927.700; 7923.600-7923.625; 7927.705; and 7922.000.

In regard to 1757 Belmont Ave. and 76 N. Fair Oaks Ave., the locations provided are not under the jurisdiction of the Los Angeles Police Department. Therefore, we are unable to respond to your request. Please contact the appropriate jurisdiction for further information. You may submit your request to the Pasadena Police Department (https://www.cityofpasadena.net/police/divisions-and-sections/strategic-services/public-records-act/) who may have records responsive to your request.

A printout of patrol Calls for Service to 11445 Moorpark Street has been shared with you; please note the time period indicated on the top of the printout. A three-page handout is also attached which will assist you in interpreting the Calls for Service. Calls for Service printouts do not contain information regarding the person who called the police, the name of the person who was the subject of the call, or the telephone number from which the call was made. Calls for Service are specific to an address and will generally not specify an apartment or unit number in a multiple-unit apartment complex, duplex or office building. The printout provided to you does not include certified copies of any crime or arrest reports related to a patrol response. Release of these reports, or any information contained therein, is subject to the provisions of the California Government Code, Sections 7920.000 -7930.215 otherwise known as the California Public Records Act.

In regard to 911 logs and CAD reports, in accordance with Sections 7923.600-7923.625 of the California Government Code, records of investigations conducted by, or investigatory files compiled by, any local police agency for law enforcement purposes, are exempt from disclosure. To the extent that records were located, they are either investigatory records themselves or properly part of an investigative file. Therefore, we are denying your request. The requested records may be available in response to a subpoena or court order.

 

You may personally serve your subpoena to the Custodian of Records at the following location during normal business hours, which are Monday-Friday (excluding City holidays), 8:00 a.m. to 4:00 p.m.:
