To Whom It May Concern:

Pursuant to the California Public Records Act, I hereby request the following records:

I am hoping for data on the amount of property seized by the LAPD in the years 1993-1995. If the data is sorted by month that would be particularly useful.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Dean Reiferson

Dear Requester:

We have reviewed your California Public Records Act request.

Please be advised that, pursuant to California Government Code Section 6253(c), I have found that “unusual circumstances” exist with respect to the request due to waiting on further clarification, per our communication on February 1, 2022, and due to the need to search for, collect, and review the requested records from other Department entities which are separate from the office processing the request once clarification is provided. Therefore, my staff will require the statutory fourteen days extension of time in which to respond. Once clarification is provided, a determination concerning your request will be made as soon as possible.

We ask that you respond by Wednesday, February 23, 2022 at the latest. If we do not receive the requested information, by the date indicated, we will consider this requested closed.

Respectfully,

From: Dean Reiferson

Hi,

Thank you for the update. The fourteen days extension is not a problem. To clarify my request, it is for data (ideally monthly data) on the amount of property the LAPD seized as the result of searches and seizures for the years 1993-1995. If such data is unavailable, if there is data on the monthly number of searches performed by the LAPD both with and without a warrant from the years 1993-1995, that would be great as well.

Best,
Dean Reiferson

From: Dean Reiferson

Actually, monthly data on the number of searches performed both with and without a warrant would be preferable to data on the amount of property seized as a result of these searches, if it exists. Thank you!

Hi,

Data on the amount of weapons and drugs seized would be ideal, if that is available. Is there monthly data on the number of searches performed with and without a warrant?

Thank you

Dear Requester:

With regards to your request for monthly data on the number of searches performed with or without a warrant for the requested time frame of 1993 to 1995, unfortunately our system is unable to provide the requested data.

With regards to your request for data on the number of weapons and drugs seized for the requested time frame of 1993 to 1995, we still need more clarification in order to conduct a more focused search. We ask that you respond to us by March 1, 2022, at the latest.

Hi,

For weapons, guns and knives specifically would be great (guns being the top priority). For drugs, heroin and cocaine seizures would be great.

Thank you,
Dean

Record request #22-908 has been closed and published. The closure reason supplied was:

Dear Requester:

We reviewed your request for the number of weapons (guns and knives) and drugs (heroine and cocaine) for years 1993 through 1995.

Your request was made under the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government. The Act does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1. The law also exempts from disclosure records that are privileged or confidential or otherwise exempt under either express provisions of the Act or pursuant to applicable federal or state law, per California Government Code Sections 6254(b); 6254(c); 6254(f); 6254(k); and 6255.

A search was conducted, and the responsive documents have been provided to you. Please be advised that for heroin and cocaine the numbers represent item counts and are not by weight.

If you have any questions, please respond to this email.

Respectfully,

LAPD Public Records & Subpoena Response Section, CPRA Unit
