Pursuant to the California Public Records Act, I hereby request the following records:

Public reports (https://www.nytimes.com/2019/10/27/nyregion/nyc-amazon-delivery.html, https://apps.bostonglobe.com/metro/investigations/spotlight/2019/11/19/seeing-red//boston-traffic-stuck-politics/ ) state that Amazon delivery vans create traffic, parking problems, and congestion in major cities where Amazon delivers, such as New York City, Boston, and San Francisco.
Therefore, I hereby request the following records:
1) A copy of all complaints, suggestions, emails, or other communications that mention "Amazon," "Amazon vans," "Amazon delivery vans" or "Amazon" AND "parking" sent or received between 08/01/2020 and 08/01/2021.
2) All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on Amazon delivery vans. This includes any notes taken during meetings that discuss "Amazon," "Amazon vans," "Amazon delivery vans" or "Amazon" AND "parking"
3) Any case reports that mention "Amazon," "Amazon vans," "Amazon delivery vans" or "Amazon" AND "parking", and "Amazon" AND "traffic"
4) Any photos or videos taken by the department or submitted to the department of Amazon vans, Amazon employees, or Amazon warehouses.
5) Any digital communications (including but not limited to emails and text messages) as well as presentations and documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention "Amazon," "Amazon vans," "Amazon delivery vans" or "Amazon" AND "parking"
6) Any digital communications (including but not limited to emails and text messages) with Amazon representatives.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We have completed our review of your request to the Los Angeles Police Department (“LAPD” or “Department”) under the California Public Records Act (Cal. Govt. Code section 6250, et seq., hereinafter the “CPRA” or “Act”) seeking the following records:

“…1) A copy of all complaints, suggestions, emails, or other communications that mention "Amazon," "Amazon vans," "Amazon delivery vans" or "Amazon" AND "parking" sent or received between 08/01/2020 and 08/01/2021.

2) All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on Amazon delivery vans. The Department conducted a search and responds to your request as follows:

Your request for all records that mention "Amazon" is overly broad and does not describe the records sought clearly enough to permit our staff to conduct a reasonable search for responsive records. As for the Amazon delivery vans and related traffic, parking and congestion problems, we  did not identify any records related to any issues involving Amazon or their delivery trucks that has required directed enforcement by the Department.  

Please note that the Los Angeles Department of Transportation (LADOT) is the primary agency in charge of parking enforcement. You may wish to submit a Public Records request to LADOT at:

https://ladot.lacity.org/contact#public-records

However, in regard to item 1 of your request, The Department has identified one email communication responsive to your request for “all complaints” and we are providing it to you. Please note that that under Section 6252(e) of the CPRA, “public records” includes any writing containing information relating to the conduct of the public’s business, and excludes writings containing or consisting of personal information unrelated to governmental activities. Similarly, Sections 6254(c), 6255 (a), 6254.3 and 6254(k) exempt records the disclosure of which would constitute an unwarranted invasion of personal privacy and/or would not serve the public interest. Therefore, responsive email containing personal information (i.e., addresses and phone numbers) are being provided to you with redaction.  

As for Items 2, 4, 5, and 6, the Department did not identify any responsive records.

To the extent that the Department has any records that may be responsive to your request for items 3 and 4, these records are investigatory or properly part of an investigation. In accordance with Section 6254(f), records of investigations conducted by, or investigatory files compiled by, any local police agency for law enforcement purposes, are exempt from disclosure. Furthermore, Government Code Section 6255 of the California Public Records Act exempts records where “the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure.” The Department would have to take affirmative steps to locate all potentially responsive reports, and manually review and extract the specific information that is being sought. The “public interest” provision of Section 6255 to include an exemption where production of the requested information would be unduly burdensome to the public agency involved. Therefore, your request is denied.
