Hello,

Could you double check that is right, and confirm that the LBPD does not receive Arrest and Control, Defensive, or Baton training from the Koga Institute?

If such training does still go on I would like to request any physical or digital training materials that were received, as well as any videos made of training sessions.

The Koga Institute still lists you as an active client on their website, with claimed training sessions conducted in 2020 and 2021.

LBPD's office of Advanced Officer Training Cadre has confirmed that the Koga Institute, now called the K-Isan Institute, has never taught riot control or crowd control to the Department.

I appreciate you did your due diligence by asking all the right people the right questions, but I still don’t think we got to the right answer.

LBPD purchase orders show $140,000 in payments to Koga Institute since 2013, including a 10/20/2020 payment of $7,000.

Additionally, the Koga Institute’s online schedule of classes lists two classes in Long Beach in 2021, April and September. After my PRA request in May 2021 the Koga Institute website’s calendar was updated to show the September 2021 Long Beach class was cancelled because the contact was closed.

So I would like to renew this request. To start with, I’ll take any purchase orders and invoices from the Koga Institute—$140,000 worth. Let me know if you need the older purchase order numbers, the most recent one is in the attached image.

And I would also like the original documents I requested. That should include any documents that show Koga Institute’s influence on LBPD training or policy related to “use of force” or crowd crowd control. It seems unlikely the department spent $140,000 on training and policy from an outside company without it leaving a trace, especially since the department should have been actively saving training materials to post under its obligations under SB 978.

So I am renewing my request and specifically requesting any handouts or training material from Koga Institute, any videos taken of Koga Institute training, and any documents or training material produced by the department based on Koga training.

I would also like to add that it is incredibly suspicious that the Koga training was cancelled sometime after my PRA request was filed, and yet I still received the response I did. It would seem someone on the email chain you provided was dishonest or committed an act of dishonesty by omission, which is not a good trait for a law enforcement officer to have—especially in their official capacity.
