Pursuant to the California Public Records Act, I hereby request the following records:

- Any records related to the 3/28/2021 shooting death of Krys Brandon Ruiz (age 26) in Lompoc, California, in an alley between the 100 blocks of North H and G streets.
- Any records related to the perpetrators, Mauricio Calderon and Andrew White, or suspected perpetrators.
- The e-trace for the firearm used in the shooting, or any other information about the weapon.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please allow this to be the City of Lompoc’s response to your public records request received on March 25, 2024 requesting the following:
1. “Any records related to the 3/28/2021 shooting death of Krys Brandon Ruiz (age 26) in Lompoc, California, in an alley between the 100 blocks of North H and G [S]treets.”
2. “Any records related to the perpetrators, Mauricio Calderon and Andrew White, or suspected perpetrators.”
3. “The e-trace for the firearm used in the shooting, or any other information about the weapon.”

As to item 1 of your request, the City will provide you with all responsive records by 04/08/2024. All the responsive records to item 1 have been reviewed by the City Attorney’s Office, and the following redactions have been made for the following category of sensitive information: personal private information of individuals involved, information that would reveal the identity of witnesses involved in the incident and any confidential medical information. (See be Penal Code § 832.7(b)(6)(A)-(C).)

As to item 2 of your request, the named officers are not “perpetrators” of any crime. Please specify what type of records you are seeking for each of the named officers so that the City can better serve you. The request for “all records” related to the named officers generate a voluminous amount of records, and therefore, the request is overbroad. See Cal. First Amend. Coalition v. Superior Court (1998) 67 Cal. App. 4th 164, 166.

As to item 3 of your request, there is no e-trace information available for the firearms. Any information about the weapon used by Ruiz is attached to the documents.
