Pursuant to the California Public Records Act, I hereby request the following records:

Public records show that this city has entered into a Promotional Discount Agreement with Ring, Amazon's home security camera company. (https://www.lakewoodcity.org/news/displaynews.asp?NewsID=1139&TargetID=1) These agreements direct city funds toward providing a discount on Ring products, such as doorbell cameras.

Therefore, I hereby request the following records related to Ring and possible Promotional Discount Agreements:

1) All calendar invitations, instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other documents that mention Ring devices and/or the Neighbors app. This includes A) any minutes/notes taking during meetings that discussed the use of Ring devices and/or the Neighbors app, B) any explanations (whether internally or externally generated) of how Ring devices and/or the Neighbors app work, and C) any other document that has been used to help explain the use, marketing, or promotion of Ring devices and/or the Neighbors app to any party, including internal documentation, public relations materials, and executive summaries.

2) A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Promotional Discount Agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements between the city and Ring.

3) A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention Ring or the Neighbors app, as well as audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.

4) Any digital communications including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention Ring or the Neighbors app.

5) Any digital communications (including but not limited to emails and text messages) between city government workers with Ring representatives.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for Motherboard, VICE’s science and technology website (motherboard.vice.com).

I received your request for information under the California Public Records Act. Pursuant to Government Code § 6253(c), within 10 days of receipt of the request, a public agency must notify the requestor of whether the agency possesses the records sought and whether they are disclosable, or whether the time for notice of disclosable records will be extended. A public agency may extend the time for notice by an additional 14 days when processing a public records request requires public agency staff to do one or more of the following: (1) search for and collect requested records from field offices or other establishments that are separate from the office processing the request; (2) search for, collect and appropriately examine a voluminous amount of separate and distinct records that are demanded in a single request; (3) consult with another agency or another component of the agency with a substantial subject matter interest in the determination concerning your request; and/or (4) compile data, write programming language or a computer program, or to construct computer reports to extract data.
Please be advised that although we are diligently working to complete our response to your request, additional time will be required. Attached please find some of the documents responsive to your request. Regarding the digital communications pertaining to Ring and its representatives, please note that the City’s IT staff has conducted a search and identified nearly 300 files. It will be necessary to review every one of those files to determine which files are truly responsive, whether each file can be disclosed fully or will require redaction, whether any privilege or exemption applies, etc. Lakewood is a fairly small city and the City Attorney is a part-time independent contractor and cannot devote all of his time to reviewing these files. It would take a few weeks for us to complete this process and provide you the responsive materials.

3) Any digital communications (including but not limited to emails and text messages) with Ring representatives.
