To Whom It May Concern:

Pursuant to the Alaska Public Records Act, I hereby request the following records:

Previous public records requests had been made to your office in 2010 and on 02/03/2010 Judge Wolverton (Anchorage Superior Court) issued an Order for your office to produce records relating to: Leon Oleson, DOB 1-21-49; James J. McLaughlin, aka Jim McLaughlin, DOB 9-30-34; George L, Yoder; Michael L. McLaughlin, DOB 3 -10-65; Juanita Webber; Laura Henderson, aka Laura Ibach; Guy W. Carroll; Michael F, Putnam, DOB 11-29-51.

As previously disclosed records in prior public records access requests are automatically qualified for future disclosure, I am requesting all materials that were produced as a result of this Order signed by Judge Wolverton in 2010.

I have attached the above in your standard City of Kodiak records request form.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Justin Seitz

Mr. Seitz,

Please direct all requests for records through the City Clerk’s Office (copied above). We do not have a “PRA Office.” The City of Kodiak follows an established City ordinance related to records requests https://www.codepublishing.com/AK/Kodiak/#!/Kodiak02/Kodiak0236.html#2.36 Please know that records are only retained for a finite period of time. It is possible that in the 13 years since that last court order, some reports have been destroyed and are no longer available. We have significant staffing shortages right now, and all the reports from this era are on microfiche. If some are still available, they may be of poor quality. It’s difficult to know how long it will take to fulfill this request once the attached form is returned to the City Clerk. We will have to manually go through numerous rolls of microfiche that are unfortunately not in order. Similar requests have incurred costs between $250 and $500.

Thank you

Timothy Putney
Chief of Police

Ah shoot Tim, sorry I am likely being a pain in the ass at this point. I'll be sure to exclude you from these requests in the future, sorry for this, it wasn't intentional.

Thank you for the fee estimate as well. The City Clerk had mentioned serious staffing shortages as well, let me think on this and I'll follow up with the Clerk's office about the microfiche. I don't want to swamp you all with requests but I'm balancing that against my need for records as you can imagine.

Thanks again, and sorry for the misdirected email.

Justin
