Please see below email that I sent to you on July 15, 2015. Your response to the below email was “Do you have any records further back, going into the 1990s?” I contacted the TAC Sergeant again and they only have records back to 2009. Since I did not receive a response on the remainder of the email that I sent, I am of the understanding that the example that I provided is sufficient for you. Unfortunately, we only have that documentation back to 2001, not the 1990s. As mentioned in my email below, the data is divided up between contract cities and unincorporated King County. This data generally does not include VUCSA responses because KCSO has a policy that VUCSAs require deployment so to include this information would skew the numbers for the contract cities. The person in the Contracts Unit was able to add the data in on some of the VUCSA related cases where she knew those numbers. This data also does not include annual missions.

On the email that I sent to you on July 10, 2015 I had asked that you contact me by phone if possible. It seems as though you are receiving the emails that I am sending, we only have one automated email that occurs once a new request is opened, all of the other emails have been sent by me directly. Anyway, I was wanting some clarification from you on what records that you are looking to obtain. I have been in contact with the units that could maintain the records and wanted to let you know what I have found out so far.
First, I wanted to mention that we do not have records for all of King County. We only have our own records which includes unincorporated areas and our contract cities. For a list of our contract cities, please visit our website at http://www.kingcounty.gov/depts/sheriff/police-partnerships.aspx. Therefore, our records are not going to include many cities within King County which we do not have jurisdiction in, including cities such as Seattle, Redmond, Kirkland, Bellevue. Also, over the years some of our contracts have changed and parts of unincorporated areas have annexed into cities. Knowing that, are records that we can provide sufficient for you?
Secondly, will you please clarify what you mean by SWAT raids? Or TAC team responds to:
· VUCSA (Violation of the Uniform Controlled Substances Act)
· Search warrants
· Barricaded person
· Other agency assists
Do you consider all of those listed as SWAT raids? King County goes on approximately 50 to 60 missions per year.
Annually, our TAC team inputs data onto a spreadsheet for our Contracts Unit, and they have 7-10 years on hand with the same format of information. They are divided up between contract cities and unincorporated King County. These do not include VUCSA responses because KCSO has a policy that VUCSAs require deployment so to include this information would skew the numbers for the contract cities. They also do not include annual missions. I have attached the spreadsheet from 2013 to provide you with an example. Since I do not know what you consider a SWAT raid or how specific of records you need, I do not know if this is sufficient for your purpose.
Our TAC team has approximately 3-4 years of data on hand divided by city and district, but it sounds as if that information will need to be pulled and compiled and placed into a more user friendly format. The Sergeant would need to look further into older records to identify how those records were maintain in the years prior.
