Pursuant to the The Kansas Open Records Act, I hereby request the following records:

Monthly electronic listings of all employees of the Kansas Executive Branch from January 1, 2018 to July 31, 2022. Specifically, I am seeking electronic listings of all individuals employed within all state agencies, commissions, and departments for each month from January 1, 2018 to July 31, 2022.

For each month, I’m seeking a spreadsheet, database, or delimited text file(s) — not paper records or a PDF created from data — with the following fields for each employee: full legal name, unique employee identification code, date of birth or age, job title and code, department or agency, race, gender, full-time/part-time status, location, hire date, termination date, civil service status (e.g., classified, exempt, etc.), and gross annual salary. If you cannot produce any of these fields, please let me know and generate only the available variables.

If these data are not available at monthly intervals, please produce the datasets at the most frequent interval possible. For example, if the data is not available monthly, please produce the data at quarterly intervals.

In addition, please include any lookup tables that may be needed to interpret the data. For example, if departments are listed with codes linked to a separate table, I will be happy to join the records myself, rather than require your staff to do so.

I am comfortable working with large data sets and can receive the records in a variety of formats (.dbf, .csv, .mdb, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Sir/Madame:

The Kansas Department of Administration has received your written request. In accordance with K.S.A. 45-218(d), we have begun the process of determining if we possess any public records meeting the terms of your request and, as soon as possible hereafter, we will provide you with one or more of the following:

1. Copies of the requested public records;

2. A statement concerning our inability to locate any public records meeting the terms of your request;

3. A request for clarification concerning the types of records or information you are seeking;

4. Record requests that can be provided with less than one hour of staff time or less than 100 pages will be provided at no charge. If we determine that our office possesses the public records you request, but are voluminous, difficult to locate, and/or contain information that may be include open and closed information, we will provide you with a written estimate of the fees that we will require be pre-paid in order to pay for the actual costs associated with (a) locating and/or retrieving the public records from storage, (b) staff time spent in assisting with making copies of the records, including attorney time spent examining the records for possible closure and/or redaction, and (c) copying and mailing the requested public records;

For requests that exceed one hour of staff time or more than 100 pages amount, the following rates shall apply.

• Copies, 25¢ per page; Mailing, 50¢ for first 5 pages, 25¢ for additional 5 page increments; FAX, 65¢ per 10 page fax. 5 cent additions per 5 cents up to 15 after that at discretion.

• Regarding staff time, there will be charged at the rate of pay for each person(s) whose time is used in order to assist and/or respond to a specific request. This may include the time spent to access records maintained on computer facilities, review records to determine whether closure exceptions apply and/or to redact open from closed information. Attorney time will be charged at $60 per hour. Clerical time will be charged at $18 per hour. Information Technology (IT) services will be charged at $38 per hour.

• Additional fees may be assessed if any other costs are incurred by the Department of Administration in connection with complying with a record request may be assessed to the requester. The agency will provide an estimate of the fees which shall be paid prior to the agency gathering the records. However, in order to assure payment, the final cost of providing access to or furnishing copies must be paid before the records are provided. If the final cost is less than the estimate, the requestor will be reimbursed for the difference.

5. If we determine that we do possess the records, but that the records are closed by law, we will provide you with that information together with a written citation to the laws allowing or requiring that type of public record to be closed.

The Kansas Department of Administration has completed your open records request. Please find attached excel spreadsheets of Kansas Executive Branch employees with their employing agency, agency number, job title, and gross salary. Unfortunately, our Department would not be able to provide you with all the information you have requested. Pursuant to the Kansas Open Records Act (K.S.A. 45-221(a)(4)) and Kansas Administrative Regulation 1-13-1b, our agency can only provide the following employee information:

* Employee Name,
* Current Job Title,
* Employee Salary,
* Name of the employing agency, and
* Employee length of Service.
* In regard to length of service, our Department does not have a program that can pull that specific information. So that information is not provided in the attached spreadsheets.
Please note that our Department does not maintain the requested information in monthly intervals. The spreadsheets are by fiscal year. The employee lists provided are for Fiscal Years 2018 – 2022.

The Department of Administration considers these record to be responsive to your request. As a result, the Department of Administration will be closing your request at this time. Please let me know if you have any questions.

Hi Tanner -- thanks for your response and for sending these along!

I have one follow up question. Is it possible to determine whether the individuals in these data are in the classified civil service (or equivalent) using their job titles? Perhaps by using the table listed here: https://admin.ks.gov/media/cms/bdc735ff-3a3c-401c-994d-b5e445ad5d80.pdf

For instance, some states assign certain job codes or categories to classified/non-classified status. Does KS do something similar?

Ben,

Unfortunately, just looking at the title alone you would not be able to know if it was classified or unclassified. However, I have attached a copy of our job code table that includes unclassified and classified titles that can help. Any job code that starts with a number except for ‘0’ is a classified job code. If the Job Code starts with ‘0’ or an alpha-character, then it is an unclassified job code. Hopefully, this will be helpful in going through the spreadsheets.

I apologize for bugging you, but I have two additional questions regarding these data that I am wondering if you could help with.

1) Is it possible to receive copies of the annual payroll files that note the job code of the employee in the given year?
2) Is it possible to receive historical copies of the job code table -- perhaps on an annual basis? (I am finding some jobs in the payroll files that are not listed in the job code table)

Below are the answers to your questions. It does not appear that we have any additional records that could be of assistance. Please let me know if you have any further questions.

1) Is it possible to receive copies of the annual payroll files that note the job code of the employee in the given year? The annual payroll files do not contain Job Code in them.
2) Is it possible to receive historical copies of the job code table -- perhaps on an annual basis? (I am finding some jobs in the payroll files that are not listed in the job code table) The Job Code table that was provided likely included all the employee’s job codes. However, in some cases a working title is displayed instead. Working titles are used to be more descriptive than the job code title primarily for unclassified job titles. As a result, there won’t be a way to complete a 100% match with the job code table.
