Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records:

Reports, spreadsheets, and the like related to the projected financial impact of the Huy Fong Foods factory on the city of Irwindale, CA. Please include statements related to the dissolution of the California Redevelopment Agency and its effect on the loan repayment structure for Huy Fong Foods as referenced on page three of the May 9, 2012 Irwindale Housing Authority meeting minutes. Please also include the Excel spreadsheet attachment (Franchise Agreement - 041311.pdf) referenced in the March 15, 2012 email communication from John Davidson to H Manuel Ortiz and others with the subject line "Huy Fong Franchise Payments."

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The City has received the records request you emailed today and will produce any responsive, non-privileged records to your request to the extent that they exist. Due to the nature of the request and the time needed to research and compile same, we will contact you when it is determined that there are responsive, non-privileged records and when they will be available for your viewing and/or copying. Please note that the City will charge $0.25 per page for copies of the records you requested, as there is no policy in place for the waiver of such fees. Staff will produce all responsive electronic documents for free and I will attempt to email these to you, as you requested. However, should this method not work, you will need to provide the appropriate digital media (such as a blank cd) so that the documents can be stored onto it. You will also need to pay all associated shipping costs for the mailing of the cd.
