From: Peter Aldhous
To Whom It May Concern:
Pursuant to the Texas Public Information Act, I hereby request the following records:
Police incident or arrest reports for all crimes of aggravated assault recorded in 2016 (including descriptions of the incident).
Because aggregated statistics on these crimes are reported annually to the FBI under the Uniform Crime Reporting program by your agency, I believe you retain these records.
This request is made as part of the Documenting Hate Project, a collaboration involving dozens of news organizations including BuzzFeed News, led by ProPublica. Coverage from the project is compiled at https://projects.propublica.org/graphics/hatecrimes#hatecrime-coverage.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.
Sincerely,
Peter Aldhous

Attention: Les Moore, Police Legal Adviser
Dear Mr Moore,
Thanks for providing the sample report, and please excuse my delay in replying further - I'm afraid I was in Canada for a month, involved in a court case.
I would like to proceed with my earlier request, for which you provided a cost estimate of $840.
If I need to refile the request, please let me know. Otherwise, please let me know how to make the payment. If a check is required (rather than credit card payment), please let me know to whom it should be made payable, and the address to send it to.
Best wishes,

Good Morning Mr. Aldhous:
There is no need to re-submit your request, we are beginning the process of complying with your request and will provide you with more specific costs and payment information when we have a final tally. Please be patient; although we will process this expeditiously, it is going to take some time to review and redact any statutorily confidential information from all of the reports. (e.g. social security numbers, driver's license numbers, juvenile suspect identifiers.) The best estimate I can give you regarding the time it will take to process the information is 2 -4 weeks. Hopefully it won't take that long, but it is pretty labor intensive.
Respectfully,
Les Moore

Dear Dr. Aldhous,
We have completed the compilation of records responsive to your request for aggravated assault reports in 2016. We previously submitted a cost estimate of $840, including labor and copying costs. Ultimately, the allowable costs turned out to be $561.20 - $390.00 for labor (26 hours at $15.00 per hour) and $171.20 for copying costs (1712 pages at .10 per page) The records are too voluminous to send electronically, however we will mail them to you upon receipt of $561.20. Please make your check payable to City of Irving; you can mail it to me at the address below. Thank you for your patience.
