Pursuant to the Iowa Open Records Law (Code Chapter 22), I hereby request the following records:

* All the information about the plan FirstNet sent to the Governor's Office in late September and your state's response to FirstNet or the First Responder Network Authority.
* Any requests by state officials for access to inspect national FirstNet contracts and MOUs with AT&T.

As background for responding to this request, FirstNet is a organization within the National Telecommunications and Information Administration established in 2012 for the sole purpose of setting up a nationwide cellular network that first responders can use. Earlier this year, FirstNet signed a deal with AT&T this year and in September submitted a plan to all 50 states for the rollout of this network. States have 90 days to either opt in to the plan (binding them to AT&T for 25 years) or develop an alternative plan of their own, with no response opting the state into the AT&T plan.

Thank you for reaching out to our office. It is my understanding you are
requesting:

1. Public records held by the Governor's Office regarding the plan
FirstNet sent to the Governor's Office in late September 2017, as well as
the Governor's Office's response to FirstNet or the First Responder Network
Authority regarding that plan.

2. Public records held by the Governor's Office regarding requests by
the Governor's Office to inspect national-level FirstNet contracts and MOUs
with AT&T.

Please specify an exact date range for the records you are seeking. Also,
please provide specific search terms if you would like emails searched as
part of this request.

Our office charges for open records requests. Our office provides 3 free
hours of staff review time and 10 pages of hard copy without charge. Above
that, our office charges $33/hour for additional staff review time and 10
cents per additional hard copy page.

Please confirm my understanding of your request is correct. Please confirm
that you understand and accept our office's records charging policy.
