To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

A copy of all retention schedules that have been provided to the Illinois Secretary Of State from the Illinois Local Records Act. Please do not limit the scope to any particular city or agency, as I'm looking for the entirety of all of Illinois.

These documents will be used to essentially create an index of what information exists at every agency in Illinois. As such, please consider that the burden incurred by the Secretary of State's office is outweighed by the public's interest. Similar has been done in Chicago and has been very helpful there. My hope is to extend the same to the rest of Illinois. My last request for Chicago's retention schedules took less than a business day, so I hope that implies everything is already digital and readily available!

An example of the records I'm requesting can be found at:
https://www.muckrock.com/foi/illinois-168/retention-policies-from-the-city-of-chicago-62870/

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Matt Chapman

Dear Mr. Chapman:

This email is to acknowledge the receipt of and to respond to your FOIA request dated July 16, 2019 directed to Jeffrey Swaney with the Secretary of State Police. As I am the FOIA officer for the Office of the Secretary of State, I have been asked to respond to your request. The Secretary of State respectfully requests an additional 4 business weeks within which it is to respond to your voluminous FOIA request. Our need for the extension is based upon the extensive nature of your request that asks the Secretary of State to provide copies of all retention schedules for the "entirety of all of Illinois". The Chief Deputy Director of the Illinois State Archives informs me that your request is extensive and will require further examination by the Office of the Secretary of State to research and respond. Our request is made pursuant to Sections 3(e)(ii), 3(e)(iii), 3(e)(v), 3(e)(vi) and 3(e)(vii) of the Illinois Freedom of Information Act. [5 ILCS 140/3(e)(ii); 5 ILCS 140/3(e)(iii); 5 ILCS 140/3(e)(v);5 ILCS 140/3(e)(vi); 5 ILCS 140/3(e)(vii)]. Should we complete our review prior to the expiration of the extended period, we will formally respond to your request at the time.

In the future, please direct all FOIA requests to my attention to ensure they are promptly addressed.

Thank you for your cooperation in this matter.

Sincerely,

Donna M. Leonard
Executive Counsel
Illinois Secretary of State

Dear Muck Rock:

This email is to address your email to me from yesterday. I encourage you to read the highlighted portion of the email string below. You will note that on July 23, 2019, the Secretary of State advised your requester that given the burdensome request he/she made, that the Secretary of State would require an additional 4 business weeks to comply with the request. Therefore, the Secretary of State response is not due until approximately August 20, 2019. We will formally respond to you at that time.
