Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

Materials describing guidelines for and the processing of public records requests submitted to this agency.

Please provide:
• all policies regarding the process by which requests are received, delegated, and processed by this agency
• any and all reports or other internally-generated materials describing the public records operations of this agency
• any available logs of public records requests received by this agency from the period from January 1, 2018 through October 31, 2019, including, if possible, the following data points: the date on which the request was received, the requester, the content of the request, the status of the request, the number and type of records released, any applicable tracking number, and the date on which the request was closed
• any guidelines used by this agency as part of the public records process, including any guidelines or directives regarding exemptions, the application of exemptions or restrictions, and the process by which particular record searches are conducted

If there are other agencies that are affiliated with this agency that may have their own policies (e.g. the university police department), please provide us with these agencies, so that we may contact that department directly for its public records policies.

I am responding to your request dated and received in my office on October 28, 2019, under the Illinois Freedom of Information Act (FOIA) in which you requested:

I am writing to invoke an extension of the deadline for responding to the request under the following section(s) of the FOIA, which allow for additional time when:

* 140/(3)(e)(vi) the request for records cannot be complied with by the public body within the time limits prescribed by paragraph (c) of this Section without unduly burdening or interfering with the operations of the public body.

I am taking the additional five days allowed by law to review information. The revised deadline will now be November 11, 2019.

The University's Freedom of Information Act log for 2019 and explanations of exemptions documents are being withheld pursuant to the following section(s) of the Act:

* 140/7(1)(f) that exempts from disclosure "Preliminary drafts, notes, recommendations, memoranda and other records in which opinions are expressed, or policies or actions are formulated, except that a specific record or relevant portion of a record shall not be exempt when the record is publicly cited and identified by the head of the public body."

You have a right, under the law, to seek a review of this response by the Public Access Counselor (PAC) in the Office of the Attorney General.
