Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
All contracts, licenses, MOUs, MOAs, data agreements, letters of intent, State of Work documents, Scope of Work documents, and other agreement documents with Kokomo Solutions, Inc.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Re: FOIA #06141652 Extension
The Illinois State Police (ISP) acknowledges receipt of your attached Freedom of Information Act (FOIA) request. A response to your request is due January 9, 2024. However, additional time is needed to respond to your request. In accordance with Section 3(e) of FOIA (5 ILCS 140/3(e)), ISP is extending the response due date for an additional five days for the following reasons:
The requested records are stored in whole or in part at another location.
The request requires the collection of a substantial number of records.
The request is stated in categorical terms and requires an extensive search for the records requested.
X The requested records have not yet been located and additional time is needed to complete the search.
X The requested records require examination and evaluation to determine if the documents are exempt from disclosure and/or must be redacted.
X The requested records cannot be provided within the prescribed time frame without causing an undue burden or interfering with the operation of ISP.
Consultation is needed with another public body in order to respond to the request.
ISP handles requests for video records separately. Depending on the records you requested, you may receive additional correspondence for either video or paper and audio records.

Thank you for writing the Illinois State Police (ISP) with your request for information pursuant to the Freedom of Information Act (FOIA), 5 ILCS 140/1, et seq. ISP acknowledges receipt of your FOIA request dated January 2, 2024.
A reasonable search for the requested records was conducted by both the ISP Legal and Fiscal Offices and ISP found no responsive records. ISP only maintains records that it creates or receives.

According to Larry Martin, Public Safety Strategist with Kokomo Solutions, "We are currently helping organizations of any size with the Covid19Tracker with a free license. The Illinois State Police just implemented it!" Please see attached screenshot from Larry's LinkedIn.
According to the Illinois State Police's FY2020-2022 Strategic Plan, "DCI continues to use the Kokomo 24/7 COVID-19 Daily Self Reporting application and dashboard." (pg. 271) https://isp.illinois.gov/StaticFiles/docs/Directors/ISP%20Strategic%20Plan%202020-2022.pdf
The Illinois State Police may not currently be using Kokomo Solutions products but was. My request did not specify a timeframe on the agreement documents.
