Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
This Freedom of Information Request is submitted to the Illinois State Police’s and its Statewide 9-1-1 Administrator’s Office seeking the following information and data:
1) Copies of 9-1-1 Surcharge revenue disbursement made to every 9-1-1 Authority/ETSB, broken down by Zip Code, for Calendar Year 2018, 2019, 2020 and YTD 2021
2) Copies of all AR 9-1-1 Reports submitted by each ETSB and/or 9-1-1 Authority to the ICC/ISP for calendar year 2018, 2019, 2020, and YTD 2021
3) Copies of any and all written policies or procedures that were used in the past and that are used today by ICC/ISP to receive and validate 9-1-1 surcharge revenue received by the State from each telephone company, wireless telephone company/carrier, and cable companies (collectively referred to as telephone companies herein) that provide telephone services. In addition:
a) Copies of any policies, procedures or guidelines used to audit and/or validate and/or reconcile 9-1-1 surcharge revenue received from the aforementioned telephone companies that were disbursed to the ICC and/or ISP Statewide Admin Office.
b) Copies of any and all reports and correspondence that may accompany 9-1-1 surcharge fund disbursements made to the ICC and/or the ISP 9-1-1 Administrator’s Office on behalf of telephone companies, cellular/wireless telephone companies, or cable companies that also provide telephone services.
4) Copies of the most current draft copies of the Part 1325 and Part 1329 rules that are in the process of being drafted by the ISP Administrator’s Office & Statewide 9-1-1 Service Advisory Board
5) Copies of all written and electronic correspondence to include E-Mails, voicemails, and text message, or personally maintained notes thereof, of any and all correspondence by and between any of the following individuals pertaining to discussions, work, collaboration and development in the drafting of the Emergency Telephone System Act Legislation and any applicable rules to the Emergency Telephone System Act that occurred in Calendar Year 2018, 2019, 2020, and 2021 that involved correspondence with the officials from the Statewide 9-1-1 Administrator and/or their staff, voting and non-voting members of the 9-1-1 Service Advisory Board, members of the Illinois Chapter of APCO, and members of the Illinois Chapter of NENA, Local Exchange Carriers, any and all telephone and/or cable companies to include cellular phone companies.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Illinois State Police acknowledges receipt of your FOIA request. (See attached request). A response to your request is due 9/30/2021. However, additional time is needed to respond to your request. In accordance with Section 3(e) of the Freedom of Information Act (5 ILCS 140/3 (e)), the response due date is being unilaterally extended to 10/7/2021. The basis for this extension is as follows:

The FOIA Department has been under staffed, and the ISP is still under the COVID-19 Pandemic plan for temporary reduction in activities and working remotely where possible.
